Tf any person whose name is not entered in Penalty on unrcgistertd the register falsely pretends that it is so entered, or pcrson uses in connection with his name or title any words or rcprcsenting ihnt hc is letters representing that his name is so entered, he rcgisitrcd. shall, whether any person is actually deceived by s ~ c h representation or not, be punisl~able, on conviction, with fine which may extend to three hundred rupees.
