(1) Notwithstanding anything contained in ~~~~~~r any other law for the 1 ime being in force, no certili- ~ ~ ~ ~ C I I O D C A . cate required by any law, of rule to be signed or authenticated by a duly qualified veterinary practi- tioner, veterinary surgeon or veterinary officer sllalf be valid unless the person signing or authenticating such certificate is a registered veterinary practitioner.. (2) Except with the special sanctionm of the State Government no person other 'than a registered veteri- nary practitioner shall be competent to hold any appointment as a veteririary surgeon or veterinary officer in any veterinary hospital, infirmary or dispensary maintained wholly or partly by public or local 'funds.
