Issue of Instructions and removal of doubts:— (1) The Government in Housing & Urban Development Department may issue such instruction not inconsistence with the provisions of the Odisha Municipal Services Act and rules made thereunder, as they consider necessary, in order to carry out the provision of the rules made applicable under rule 3. (2) In case of any doubt or difficulty arises, the matter may be referred to the Government in Housing & Urban Development Department for decision.
