The 1302 rd shall excrcije and perform the ,bc B<litrd. following powers and ful~ct ions, namely :- ( I ) appl ove the budget submitted by the Vicc- ~l~arlcellor; (2) make such appoinlrnents as may bc pres- cribed and to approve the appointmrnts to be made by the Vjce-Char:ccllor ; hoId, con tro1 and administer the property and funds of the University ; (,.!I approve the transfer of any movable or i::ln~ovable property belonging lo thc University ; (5) administer any public or private funds placed at thc disposal of and acc:ptcd hy the University Fr>r specihc purposes ; (6) invest moneys belonging to rhr: Ulliversity ; (7) design the form a11d give directions for the use of the conimon seal of the University; (8) appoint such committees, whether standing or temporary, as it deerns necessary for the proper discharge of the functions of the Board ; I .
