(1) The Comptroller shall be a whole-time officcr of tbe University and shall be appointed by the Board. (2) The Comptroller shall manage the property and investinents of the University and advise in regard to its financial policy and shall be responsibIe to the Vice-Chancellor for the preparation of the budget and statc rnent of accounts for presentation by the Vice-Chancellor. (3) The ComptroIler sliall be responsible to the Vice-Chancellor for ensuring that no expenditure not authorised in the budget is incurred by the University otherwisethan by way of investments and shall disallow any expenditure which may contravene the tcrnls OF any Statute or for which provision is r e q ~ e d to be made by the Statute.; but has not been n._g.de. 13, ( 1 ) Thc Dean of S tudcnt Welfare shall be Dcan d appoinrcd by thc Vice-Chanccllclr with [he approval Studear Wclrarc. of the Board. (2) The Dean of Student Welfi~rc shall have the following duties, namely: - (i) to make arrangclllenls for the housing of students; (ii) lo direct a prngrilrume of student c o ~ i nselling ; (iii) L O arrange f o ~ ti:e clnploymcnt of students i ri accorda lice ~ v i t h pIans approvcd by the Vicc-C hancellor ; (iv) to supervise the extra curricular activities and nceds of st~idcrlts ; ( v ) tr! assist the grriCuates, who leave the University in procuring crupIoyment ; to organise and maintain cc:ntact with the Alumni of tllc University ; and (vii) to perft;rm such other duties as may be assigned t o him by thc Yoard or the Vice- CbanceIIor.
