(1) Notwithstanding anything contained in the recruitment rules,three Assistant Enginéers (Telecommunication), who Were appointed to tho Servicc on ad hoc basis by the Government in the Energy Department in the year, 1987 to meet the requirementof the Orissa State ElectciciY Board and are continuing as• such, shall be deemedto have been validly and regularly appointed under the Energy Department of tho Government against the direct recruitment quota of thc service Witb effect from the ute of commencementof this Agt and, accordingly, no such appointment shell be challenged in any Court of law merely on the •ground that such appointment was madeotherwisethan ia accordancewith the procedure laid down in the recruitment rues.
