In this Act, U U I ~ ~ S the context otherwiso requires,- m3nIiroru (a) "Govf rnmant" means Government of Oriaa; . + (b) !'&ruitment rules" mean.; the Orissa Service of Engineers' Rules, 1941; . (c) "Service" means ,the 0ri;sa Service or Engineers; and ' - m-. (d) fLYear'' means the calends Year. V d U o n - 3. ( I ) Notwithstanding anything contained in the recruitment rules, three Assistant Engineers (Telec~mmunication), who were appointed to t ha Servicc on ud hoc basis by the Government in the Energ!
