(1) The executive authority of the Samiti, shall fn each year prepare and place before the Samiti on or before the prescribed date a budget estimate for the following year containing such particuIars ,as may be prescribed and the Samiti shall sanction the budget with such modifications, if any, as it thinks fit. (2) The budget of the Samiti shall, after being so sanctioned, be submitted on or before the prescribed date, to the '[Collector 3 Z* * *.. The l[Collector] shall, if [he] is satisfied that -ade-- quate have not been made therein for the performance of any necessary service coming within the functions of the S a d , have power to modify the budget in such manner as may be necessary .to secure such provisions, and such modification, if any, shall be made witbin the prescribed period failing which the budget of the Samiti 'shall become final. (3) If in the course of a year, a Samiti, h d s it necessary to alter the figbyes shown in the budget with regard to its receipts or to the distribution of the amounts to be expended on the different services undertaken by it, a supplementary or revised budget may be framed, sanctioned, submitted and modified in the maker provided in sub-sections (I) and (2).
