(t) The Committee shall consider the cases of all eligible membets in the cadres of oft;st of veterinary Sub-Assistant Surgeons and Junior Veterinary Omcers and prepare a list of such 9!"-"ll b-{,- members of the cadres as considercd suitable for promotion to the Service on the basis of $,*,ff:::" seniority-carn-merit. The Committee shall ordinarily meet before 3lst August of the year. (2) Thc names of the officers inctrded in the list shatl be arranged in the order of their seniority in their respective cadre and the Veterinary Sub-Assistsnt Surgeons shall enbloc be followed by Junior Veterinary Officcrs: Provided that any Junior Veterinary Officer or Veterinary Sub-Assistant Surgeons who in the opinion of the Committee is of cxccptional merit and suitability may with specific reasons be assigned a place in the list higer than that of the Officers senior to him. ,i^.a,,rr,,i^n 15. The liit prepared by th; Committee under rule 14 shall be forwarded to the ;ifr6;: Commission by Government alongwith the records of all eligible omcers and those proposed mission. to be supcrseded by the Committec. Government will also furnish to the Commission such other informations and records as may be required by them for considering the suitabitity of the eligible officers for promotion. a.^^h-h.ra- 16. (l) The Commission shatl considcr the cases of all the officers included in the list iil"#ih-" prepared by the Committee together with other documents and informations received or obtained commisrioo from tbc Government and made their recommendations. (2) The Commission shall follow the principles set out in sub.rule (2) of rule 14 in making their recommendations or tendering advice.
