(1) The Commissioner in ,an area under his charge may, by public reserve , notice, and in consultation with concerned public authorities, temporarily slreel or other public reserve for any public purpose any street or other public place and prohibit place lor public persons from entering the area so reserved, except on such conditions as purpose may be specified by him. and power , lo aulhorise erecling or (2) The Commissioner may, whenever in his opinion such action is barriers in necessary - , , sweets.
