(1 ) If any difficulty arises in giving effect to the provisions of this Act in remove dilficullies. consequence of the transition to the said provisions from the provisions of earlier enactments, the Government may, by notification, make such provisions . as appear to it to be necessary or expedient for removing the difficulty : - Provided that no such notificat;on shall be issued after :he expiry of two years from the commencement of this Act.
