For clause seventhly of Section 24 of the said Act, the following Clause shall be deemed to be substituted, namely: ; . "seventhly, and outlay on additions or improvements to land acquired which 54 was incurred after the date with reference to which the market value is to be determined, unless such additions or improvements were necessary for the maintenance of any building in a proper state or repairs and unless they have been done after obtaining the permission of the competent authority in accordance with the provision of the Orissa Town Planning and Improvement Trust Act, 1956 (Orissa Act 10 of 1957)".
