Every member of the Anchal Sabha shall be entitled to visit any institution maintained or managed by the Anchal Sasan and every Member of a Com- mittee constituted under this Act shall be entitled to visit and supervise the working of any suchinstitution, the affairs of which are under their control in pursuance of the provisions of this Act or the rules made thereunder. 74, (1) Any Member acting in an executive capa- city or an employee or an agent of an Anchal Sasan shall be liable for the loss, waste or misapplication of any money or other property owned by, or vested inthe Anchal Sasan, if such loss, waste or misapplication is a direct consequence of his negligence or misconduct, and a suit for com- pensation may be instituted against him in any Court of competent jurisdiction by the Anchal Sasan with the previous sanction of the State Government or by the State Government. (2) Every such suit shall be instituted within three years from the date on which the cause of action arose.
