President at a meeting :– Except as otherwise provided in this Act, the Chairperson shall preside at every meeting of the municipality. In the absence of Chairperson 3[the Vice-Chairperson or in the absence of both Chairperson and Vice- Chairperson] a Councillor elected at the meeting shall preside.
