Recovery of sums due at commencement of Act :– All rates, taxes, payments by way of composition for a rate or tax, or due for expenses or compensation or otherwise, all arrears thereof and all sums of money otherwise due to the municipality, at the commencement of this Act, may be recovered as through they had accrued under this Act.
