After commencement of the Act the sponsor shall fulfil the requirements and conditions specified in section 4 and shall report compliance to the State Government within a maximum period of two years from the date of commencement of this Act: Provided that the State Government may allow extension of time to such extent as it may deem fit on consideration of the progress in fulfilling the conditions specified under section 4.
