Power to make Rules :– (1) The State Government may make rules to carry out all or any of the purposes of this Act not inconsistent therewith. (2) In particular and without prejudice to the generality of the foregoing power, they shall have power to make rules with reference to the following matters. (a) all matters expressly required or allowed by this Act to be prescribed; (b) the effectual exercise of the powers of superintendence vested the State Government;
