Delegation of Powers :– The State Government may, by notifi- cation from time to time, direct that any of their powers and functions under this Act, subject to such conditions and restrictions as they may impose, and except the powers conferred on them by Sections 3, 71, 73, 81, 100, 109,115, 116, 117, 120, 150, 151 and 152 shall be exercised or discharged by any Officer or authority subordinate to the State Govern- ment.
