The State Government may, suo motu, at any time or on appli- cation received from any party interested within ninety days from the passing of the order review any order passed under Section 115, 116 or 117 it was passed 1[***] under any mistake, whether of fact or of law, or in igno- rance of any material fact: Provided that the State Government shall not pass any orders preju- dicial to any party unless such party has had an opportunity of making a representation.
