Collector's power to take action on the default of Grama Panchayat or its Sarpanch :– (1) If at any time it appears to the Collector that a Grama Panchayat or its Sarpanch has made default in performing any duty imposed by or under this Act, or any other law for the time being in force, he may, in consultation with the Samiti, by order in writing, fix a period for the performance of such duty. (2) If such duty is not performed within the period so fixed the Collector may direct to Samiti to perform it and may also direct that the expenses of performing it shall be paid from out of the Grama Fund within such time as the Collector may fix to the Samiti. (3) If the expenses directed under Sub-Section (2) are not paid within the time so fixed the Collector may make an order directing the person having the custody of the Fund to pay it in priority to any other charge, against such Fund. (4) Such person shall, so far as the balance to the credit of the Grama Fund admits, be bound to comply with such order.
