Alternative procedure by suit :– In lieu of any process of recov- ery allowed by or under this Act or in case of failure to realise by such process, the whole or any part of any amount recoverable or of any com- pensation, expenses, charges or damages payable in pursuance of the provisions of this Act and the rules or order made thereunder it shall be lawful for the Grama Sasan to sue in any Court of competent jurisdiction the person liable to pay the same.
