Right to appear by recognized agent-Every-party to any proceedings before the Valuation Officer or the Board of Appeal shall 'be entitled to appear either in person or by his recognised agent. 59: Power of Civil Court in respect of certain matters-For the purposes of this Act, an officer appointed under Sub-section (1) of Section 29 and the Valuation Officer shall have the same powers in making enquiries under this Act as are vested in' a Civil Court in respect of the following matters under the Code of Civil Procedure, 1908 (5 of 1908) in trying a suit, namely- (a) summoning and enforcing the attendance of any person and examining him on oath - (b) requiring the discovery and production of any document; (c) receiving evidence on affidavits ; (d) issuing commissions for the examination of witnesses or documents.
