Appeal against the decision of the Authority under Section 16 or 17 • (1) Any applicant aggrieved by an order under Section 16 or Section 17 may, in such manner and accompanied by such fee as may be prescribed by rules prefer an appeal within forty-five days of the receipt of the order to the Stale Government or an officer appointed by the State Government in this behalf. (2) The appellate authority may, after giving a reasonable opportunity to the appellant and the Authority or being heard, by order, either dismiss the appeal or all?w.it by p~ss i ng an order granting permission unconditionally or gran t1n~ perm1ss1on sub1ect to such condilion. as it may think fit, or removing the co~d 1twn s subje<;t to which permission has been granted and imposing cond1t1ons. 1f any as it may think fit.
