(1) 3n- and from the date of eomnencem:nt of >his Act, the provisions of the OnSsa University of Agriculture and TechoaloW Act, 1965 and the Orissa $$:$: Universities Act, 1989 shall c a w t o apply t o , and in respect of the-colleges, institutions or Departments disaffilrated from other Universities and afaliated O h a Acl - to the University under the provisions of sections 37 a d 39. 5 of 1989. (2) Such cessation shall not affect- . (a) thc previous operation of the said Acts, or (b) any penalty, forfeiture or! punishment, incurred in respect of any offence committed under the said Acts, or (el any investigation, legal. proceeding or remedy in respect of such penalty, forfeiture ar punishment, and any such investigation, lega1 prowding or remedy may .-be instituted, continued or enforced and a?y such penalty, foriciture or punishmeht. may be imposed as if this Act had not been passcd.
