Members and staff of the Council to be public sewants. The Chairman, Vice-Chairman, Members, Officers and Staff of the Council shall be deemed, when acting or purporting to act in pursuance of any of the provisions of this Act or any rule or regulation or order or direction made or - issued under thls Act shall be deemed to be public servants within the meaning of section -21 of the Indian Penal Code (Central Act-45 of 1860.
