Staff of the Council. The Council may, with prior approval of the Government recruit officers and staff from openmarket or bring such officers and staff form the Department of Higher & Technical Education and the Government Institutions, as it deems necessary for the discharge of its functions under this Act. The terms and conditions of service of the officers and staff of the Council shall be such as may be specified in the regulations to be framed by the council.
