Rule 38 of the Principal Rules shall be deleted and the following Rule shall be inserted as Rule 36. “36. Whoever not being authorised under the Rules, hears or disposes of any suit, case or dispute, imposes fine or penalty or realise any fees for the disposal of such suits, cases or dispute. shall he punishable with imprisonment of either description for a term not exceeding six months or with line nor exceeding Rs. 500/- or both,”
