(1) Subject to the foregoing provision, the Vice Chancellor shall preside over the meetings of the Acadenuc Council. (2) He shall: @ Exercise general supervision and control over the affairs of the University; u Ensure the observance of the provisions ofthis Act and the regulations made there under; i Be responsible for organizing instructions and maintenance of discipline in the University; (iv) 'Create temporary posts for a period not exceeding one year and abolished the same; (v) Take such action as he may deem necessary in case of any emergency and report the same to the Oficer or CouncilorAuthority concerned which would have ordinarily dealt with the matter: Provided that ifthe Officer or Councilor autliority does not approve ofthe action taken by the Vice Chancellor, the matter will be referred to the Chancellor or through the Pro Chancellor or whose decision shall be final. Provided fiuther that the person affected by the decision ofthe Vice Chancellor or the Officer or Councilor authority has a right of appeal to the Chancellor or the Visitor, as the case may be, within thuty days ofthe decision coming to the knowledge of the affected person; and (vi) Exercise such other powers perfom such other duties as may be assigned to him by the Chancellor or Pro Chancellor or any Councilor Officer or authority under this Act or by any regulation. Registrar 2 1 . (1) There shall be a fidl time Registrar for the University. (2) The registrar shall be appointed by the Vice Chancellor in consultation with the Chancellor and the Pro Chancellor iiom out ofthree persons empanelled by the Executive Council which shall not indicate any order of preference and leave the selection solely to the independent judgment of the Vice Chancellor. (3) In case of emergent circumstances where the appointment of Registrar on the basis ofpanel prepared by the Executive Council is not possible for any reason, the Vice Chancellor, until an appointment is made in accordance with that procedure, may appoint a suitable personlofficer of theuniversity in consultation with the Chancellor and the Pro Chancellor to function as registrar for a period not exceeding one year. (4) The Registrar shall not hold office beyond the age of 62 years. (5) Other terms and conditions of service of the Registrar shall be as per regulations. Power and function of the Registrar.
