Powers of Government in case of default: If, at any time: (a) it appears to the Government on the report referred to in section 77 or (b) the Government is satisfied after enquiry that the Municipality or any Municipal authority has made default in performing any function or in discharging any duty imposed on it by or under this Act or the rules made thereunder or any law for the time being in force it may, by order in writing, fix a period for the due performance of such function or discharge of such duty and the Municipality shall be bound to perform such function by discharging such duty within the period so fixed.
