Powers to issue directions and policy guidelines: The Government may from time to time issue such directions or policy guidelines not in consistent with the provision of this Act or the rules made thereunder, as it may consider necessary to the Municipalities for the purpose of performing their functions under this Act and it shall be the duty of the Municipalities to perform their functions in accordance with such directions or policy guidelines.
