Doubts as to powers or functions of the Municipal authorities: If any doubt arises as to whether any particular function appertains to any Municipal authority, the matter shall be referred to the Government for decisions. The Government shall convey its decision on the matter referred to in Sub-section (1) to the Municipal Council or Town Council. The decision of the Government conveyed under sub-section (2) shall be final and binding on the Municipal Councilor Town Council.
