Authentication of orders and instruments: All orders and instruments made and executed in the name of a Municipal Council or Town Council shall be authenticated in such manner, as may be prescribed and the validity of such orders or instruments, so authenticated shall not be called in question on the ground that it is not an order or instrument made or executed by the Municipal Council or Town Council.
