Division of Municipal Council Area/ Town Council Area into Territorial Constituencies: (1) For the purpose of election of members under section 10 or section 22, as the case may be, the Government shall, having regard to population, extent of the area and geographical area, divide the Municipal Council or Town Council into Territorial constituencies to be known as 'wards and each ward shall elect only one member. (2) Delimitation of wards shall be done in such manner that (a) the localities included in a ward are contiguous and form a compact territorial block, (b) the population of all the wards as far as practicable is the same throughout the Municipal Council area or Town Council area. (c) the numbering of the wards is continuous and in accordance with the prescribed procedure. 14
