Person liable to pay development charges: Every owner of land or building referred to in section 169 or any person having an interest in the increase in the value of such land or building, shall pay to the Municipality such Development charges, as maybe assessed by the Chief Officer the Municipality, or the Officer authorised under section 171, as may be.
