Appointment of other staff members. The appointing authority may consider in situ-~romotions of the staffmembers. The staff members shall draw pay and - allowances eauivalent to similar vost in the Government and shall be elisble to A - draw allowance, house rent allowance, daily allowance, etc. The leave and travelling of the staffmembers shall be equivalent to that of emnloyees of Government in - similar posts. The appointing authoritymay also appoint staffmembers oncontract basis.
