Court competent to try offence, under this Act and take cognizance of offence: (1) No court other than the court or a Metropolitan Magistrate shall take cognizance of or try an offence, under this Act. (2) No court shall take cognizance of any offence under this Act except on a complaint in writing by an officer empowered by rules made in this behalf
