Cognizance and trial of offences (I) No prosecution for an offence under this Act shall be instituted except on a written complaint of the Authority or a person authorized in this behalf by the State Government. (2) No court inferior to that of a Magistrate of the I (first) class s, ha try any inferior offence under this Act.
