Qualifications for appointment as Presiding Officer and Members of the Authority. (1) A person shall not be qualified for appointment as the Presiding Officer of an Authority unless,— (a) he is or has been a District Judge or District Magistrate or Officer of Law Department not below the rank of Joint Secretary; or (b) he is a qualified legal practitioner for not less than 10 (ten) years. (2) A Presiding Officer shall be appointed by the Government. (3) Members of the Authority shall be appointed by the Government amongst : (a) Member of Legislative Assembly of the affected areas; (b) Prominent citizen.
