Composition of Authority. (1) The Authority shall consist of one person (hereinafter referred to as the Presiding Officer) and two other Members to be appointed, by notification, by the Government. (2) Notwithstanding anything contained in sub - section (1), the Government may authorise the Presiding Officer of one Authority to discharge also the functions of the Presiding Officer of another Authority.
