(l) The Board may, with the prior concurrence of the State Government, appoint an officer of the Government not below the rank of a Labour Commissioner of the Labour Department as Secretary of the Board. (2) The Board shall, have powers to appoint such officers and staff as it thinks fit to carry out its functions under this Act to supervise and control the activities of any other person financed from the Fund. (3) Service Rules which defines all Service Conditions for the Board employees shall be framed.
