(1) The Council may, with prior approvalof the Government, make regulations not inconsistent with the provisionsof this Act for carryingout all « any of the provisionsof this Act (2} Ew.ryreguJatioosmade by the Council under this Act shall, as soon as may be, be laid before the House of the State Legislature.
