Functions of the. Public Service Commission in respect of services of the local authorities.- Notwithstanding anything contained in any law relating to appointment and conditions of service of employees of local authorities, - (a) the Commission shall be the authority competent to conduct examinations for appointments to the services of a local authority; 2 (b) the Commission shall be consulted,-- (i) on all matters relating to methods of recruitment to services and posts under a local authority as may be specified by the State Government; (ii) on the principles to be followed in making appointments to services and posts under a local authority and In making promotions and transfers from one service to another and on the suitability of candidates for such appointments, promotions or transfers; (iii} on all disciplinary matters affecting a person serving under a local authority including memorials and petitions relating to such matters who is appointed on the local authority on the recommendation of the Commission; (c) it shall be the duty of the Commission to advise on any matter so referred to them and on any other matter relating to employees of local authorities which the Government may refer to them: Provided that the State Government may make orders specifying the matters in which either generally or in any particular class of cases or in any particular circumstances, it shall not be necessary for the Commission to be consulted. (d) all orders made under the proviso to clause (c) by the State Government shall be laid for not less than fourteen days before the House of the Manipur Legislative Assembly as soon as possible after they are made and shall be subject to such modifications, whether by way of repeal or amendment, as the House of the Manipur Legislative Assembly may make during the session in which they are so laid.
