(I) There shall be established and incorporated a "UniVersity by the name and style of "Manipur Ihtemational University”, as an autonomous body ' corporate which shall enjoy full legal competence to pursue its activities and objectives, financial, academic and administrative independence and ,- autonomy; to discharge its business in the State ofManipur , I (2) Themain campus,headquarters and admmistrative ' “Campusof the University shall be,”in the Stateof Manipiir and shall not be shifted outside the State Whatsoever. (3) The University shall establish a minimum of seven campuses Of the University offering quality education1n differem streams across the State of Manipur‘ and there shall have at least one campus which shall offer free/ near- free/ fiee-ship/ subsidized ed11cation.>~ 4 (4) The University may establish,afliliate, recognize or maintain campus, off-campus,admhlist1ative campus, constituent college, training centre, regio11al centre, school, college, study centre, learning cenfi'e,res'ea1ch stations. extension centres, finishing schools anywherein the State of 1143de and elsewhere/anywhere111 India as it may deem fit; ProVid‘ed that the Universi1y may, with the approval of Governing Board, establish siich ce11‘tres anywhere outside ofIndia or overseas as may be permissibleunder relevant laws ofthe land ' (5) The University shall be a body corporate and body politic by the name and style as “Manipur Idternational University” and shall have perpetual succession and a: common seal with the power to acquire; alienate, assign, bequest, demise, deviSe, gift, grant, hold, ,bypothecate, lease,.mortgage, rent,::se‘lh or 1:0 takemnd dispose of any property, movable and imniovable, - including Rust property and endowments,’which may 'be or may have become or deemed to be vested in or acquired by the University for 'the purpose of the University and to contract, anddto do all: things and acts nmsary for the purpose of its constitution and may‘sue‘orbe sued byits corporate name as aforesaid. (9) The University shallbeafally empoWered/ authorized/ fulI-fledged aeerediting, affiliating, educating, degree g1anting, teaching, training, researching, examining, certifying and recognizing body subjeet to observance of relevant guidelines of the UGC. (10) No institution afliliatedto or fiaintained by any other _ University'111 the State of Manipur shall be afliliated with the University for any purpose, except with the prior approval of the concerned University or the State Government01both asthe case maybe. 41(1) It1s hereby declared that the institution l010wn from now as the Manipur International University shall be an “International University ofExcellence? and “Institution of State Importance”. (2) By the virtue of this Act, the Univers11y is hereby declared and is eligible to call itselfas “An Autonomous _ Public International University of State Importance and Exeellenoe?‘ 01 in parts as it maydeem fit. 1 5.0) The University shall be a self-finaneing Universtty and hereby dedicated tothe Nation andtothe service of the mankind. ,_ a (2) The University shall befullyautonomousand self- - governing. The management and administration of the University shallcompletely lay01' rest with theGoverning Board. .1- (3) The Government ofManipnr;stallfines; shat! notbe 9 , considered responsible in regardvto anyadw or financial orother commitmentsrelawd to the University or to" any of its subordinate bodies owned totally or partially by it.’ (4) The University shall notmake a demand- for any grant- in—aid' or any othet financial assistanee: from the State Govemment or .anygother bodyee corporation owned or controlledby the State Government. \ ' Provided that voluntary donation ofany kind from anybody including the State shall be accepted and acceptable by the University; Provided fi1rther that the State, at its discretion, may providevfinancial or. any other support throughgrants~01 otherwise; for research, development and other activities for which other State Government" organizations are provided with financial assistance-‘or for any Specific research or prograins receiving » support fmm the Government; and for the benefit of other Universities in the State whether subject to a change in State policy or otherwise; for the rural development and youth empowerment '01 for any other purpose which the State Government may think‘fit: Provided also that the State, at its discretion, may also provide / grant! gift or assign free or subsidized land or any other movable ' or immovable property to" the University anywhere in the Sfite for the University or £01 building University theilities or for doing UniVersity activities including but not limited to research. agriculture and other purposes: ' ' Provided also thatthe Universitymay receive any kind of support, donation, deposit and property either movable or immovable from any source at its discretion and at its own terms and it shall be as allowedas per law ofthe land. (5) The proposing body shall provide all the support for the establishment ofthe University with all such assistance which it may bem need. It shall also be responsible for raising the necessary finance towards the establiShment and maintenance ofthe University. ' 6.(1) Unless specified otherwise in any other law for the time being in force, the University shall have absolute and exclusive academic, administrative, financial, managerial .. and Statutory autonomy and fi‘eedom, including the exercise of exclusive powers with respect to a) management and administration 01 the university; b) the fot111ulation and adoption of its academic policies and standards; c) formulation and collection of all kinds of fees .etc; (1). therestablishmem of its standards for admission and ' graduation; e) the selection, appointment, suspension and .removal of its stafi', including, employing and employment of Faculty, Officers, Teachersand other employees on such terms and conditions as may be prescribed by this Act,its Statutes, Ordinances,rules, and regulations. (2) The management, administration, and control of the peoperty, revenues, businessand afi‘airs of the University are hereby vested with the Governing Board and the Chancellor. 7.(l) The University shall be non-profit,for charity, and self-finaneing University with autonomous administration/ management with full powers, which shall seek support from its donors, volunteers, scholars, philanthropists and from other sources including but not limited to consultancy and research. . (2) The University shall be self-Goveming, fully - autonomous,and it shall be accountable to theChancellor and to theGoveming Board ofthe University. . (3) The University Shall be a not-for-profit legal entity and no. partofthe surplus, if any, in reyenpegf theeUniversity, ' after meeting all expenditure, in regard ,to its operations under this Act, shall be invested :h'or, any purpose other than for the growth and development of the University or achievement of its objectives or for eonducting research therein. (4) The University shall stavetoraise funds for self- sufficiency, s_ustair'whilityA and future deyelopmentof the , Exemption. 11 Institute. ~ ‘ ' 8.(1) The donations, gifts, grantsor income received by, any income soume and properties of the University shall beexemptec!from my kind 0f tax as are petmissible! under relevant statutoryprovisions fromtime to time. This includes meagnition/ affiliation of institutions, colleges and schools et cetera ‘ located in or outside the State of Manipur including overseas, and admission to sueh Institutions; ceile'ges, and Schools et cetera under the‘Uhivei'sityfdr‘the purpose of conducting formal and”mfomial educanon/cerhfieation ' Whichshall also includebut not 1111111ed to professions! and Vocationai programsof the University subjé'ct to the 13 observance of the relevant laws of the country and National and State institutions governing such activities. (2) The University shall have the right to affiliate any college or institution for any course and subject at all levels. The eligibility criteria for affiliation of such college! institution, the fees structure etc shall be as decided by the Governing Board and as per the Ordinances - and such rules and ’regulaticms of the ,. University ‘as published from time to time. In the case of affiliation! recognition and association of a college gor institution with the University; the University shall have the right to. charge theappropriate fees from that college/ institution and from the students enrolling through the same as per, discretion of the University l3.(l) The Jurisdiction of the University shall extend to the whole of State of Manipur and to such eentres atid institutions affiliated/ established/ maintained/Supported / recognized by the University within01' outside India. (2) The University is allowed to Open eamp’us loft" campus ' / study centre of the University and to affiliate and to recognize any college or institution in any State of India subject to the permission and eXten’sion of jurisdiction of the University through notification by the respective receiving State subjeet' to’obServa‘nee of all relevant laws, ,1 rules and regulationsof e'ontt-olling' institutions in this regard. 14.The University and all the degrees, diplomas, certificates, courses, training, certifications. license, titles and any other academic distinctionsorewards granted or conferred or offered or 011 anyqne by "the University through all modes at all subjects and at all levels shall be and shall automatically standand deemed to be fully recognized, authorized, accredited, registered and .. approved by the State and the State Government for all the purposes including for the purpose ofemployment for post and service with the State Gavetnment and shall also be recognized for the purpose 0f further education in other Universitiesand higher learning ihStitutions; they shall also be recognized by the Stateand State Government to thesame extent and in the same mantfer and they are treated atpat With the’eorfeispondingedegrees, diplomas, certificates, courses, training, certifications, licenses, titles Jurisdietion.
