(3) The mandatory requirement as imposed under this section shall deem to be fulfilled by the University upon such submission asstated1n sub section (2). (4) Upon receiVing the compliance report and affidavit as statedin sub sectiOn (2), the State Government shall issue ‘ anotification, of such compliance, stating the facts including the fact that University has fidfilled its mandatory requirement as required by this section of this Act and by thus, allowing the.
