Removal of Chairman or Deputy Chairman of Panchayat Samiti for misconduct, etc.— Without prejudice to the provisions of section 72, a Chairman or Deputy Chairman of a Panchayat Samiti may be removed from office by the State Government for misconduct in the discharge of his duties, or neglect of, or incapacity to perform his duty or for being persistently remiss in the discharge thereof or guilty of any disgraceful conduct; and the Chairman or Deputy Chairman so removed shall not be eligible for re-election as Chairman or Deputy Chairman during the remainder of the term of office of the members of the Panchayat Samiti: Provided that, no such Chairman or Deputy Chairman shall be removed from office unless he has been given an opportunity to 3[furnish his explanation].
