Removal of member for misconduct.— The State Government may, if it thinks fit on the recommendation of 4[the Panchayat Samiti supported by not less than two-thirds of the number of members] present and voting, remove any member thereof 5* * * * * if he has been guilty of misconduct in the discharge of his duties or any disgraceful conduct or has become incapable of performing his duties as a member of the Panchayat Samiti : Provided that— 6* * * * * * (b) no such member shall be removed from office unless he has been given a reasonable opportunity to furnish his explanation.
