( 1 ) The Board shall meet not less than four times in every year, and a period of three months shall not intervene between two successive meetings. ( 2 ) The Chairperson of the Board may at any time if the exigencies so demand, and upon a written request made by not less than one third of the total number of members of the Board shall call a special meeting of the Board, on a date not later than twenty-one days after the receipt of such request by the Chairperson.
