( 1 ) The Government may, on the recommendation of the Governing Council or the Board, and after making such further inquiry, as it may think fit to make, by order, remove any member of the Governing Council or the Board or any Committee thereof, if such member,- ( a ) has been convicted by any Court for any offence involving moral turpitude; (b) is an undischarged insolvent; Provided that, no such recommendation shall made by the Governing Council or the Board or no order shall be made under clause ( d ) unless he has been given a reasonable opportunity of showing cause why such recommendation or order should not be made. ( 2 ) The Government may, suo moto by order, remove any member of the Governing Council or the Board or any Committee, nominated or appointed, whose activities are, in the opinion of the Government detrimental to, or obstruct, the proper functioning of the Governing Council or the Board or of any Committee thereof: Provided that, no member shall be removed from office unless he has been given a reasonable opportunity of showing cause why such order should not be made against him. ( 3 ) Notwithstanding anything contained in sub-sections ( 1 ) and ( 2 ), the nominated member of the Governing Council or the Board shall hold office during the pleasure of the Government and shall be removed at any time by the Government, if it deems fit.
