Fees and charges of licensed plumbers to be prescribed by the 2[Standing Committee].— The 3[Standing Committee] may from time to time prescribe the fees or charges to be paid to licensed plumbers for any work done by them under or for any purpose of this Act; and no licensed plumber shall demand or receive more than the fee or charge so prescribed for any such work.
