Commissioner may requires plans etc., submitted under last proceeding section, to be prepared by licenced surveyor.— The Commissioner may decline to accept any plan, section or description sufficient for the purpose of the last preceding section, which does not bear the signature of a licenced surveyor in token of its having prepared by such surveyor or under his supervision.
